Chicago expanding businesses opened 28 new locations in the two weeks ending November 4, 2026, and every one of them is a multi-location operator that already knows how to buy vendors. BizPulse's license tracking shows that's up 27% from 22 locations in the prior two weeks.
Key stats — two weeks ending November 4, 2026:
- 28 new-location licenses from expanding operators across 19 Chicago neighborhoods, October 23 to November 4, 2026
- 26 distinct operators, versus 19 operators and 22 locations in the prior two weeks (October 9 to 22, 2026)
- Restaurants made up 8 of the 28 locations (29%), followed by 4 retail and 3 transportation filings
- Lake View led with 5 locations from 5 different operators; Loop, Belmont Cragin, Greater Grand Crossing, and Near West Side had 2 each
Which Chicago Neighborhoods Have the Most Expanding Businesses?
BizPulse tracked 28 new-location licenses from expanding operators in Chicago during the two weeks ending November 4, 2026, excluding pop-up and transient filings. Lake View was the only neighborhood with five, and each came from a different operator, so it's a spread of buyers rather than one chain's rollout. Nineteen neighborhoods had at least one.
Food service dominates. Eight of the 28 locations were restaurants, which means kitchen equipment, POS, food-safety training, and grease-trap service all come due within weeks.
What it means for you: if you sell to restaurants, Lake View is the densest place to book first meetings this month. If you sell to anything else, the other 20 locations are scattered, so work the list by category, not by block.
Which New Locations Are Also Pulling Permits?
According to BizPulse's permit matching, 4 of the 28 locations sit at addresses with active building permits. That's the strongest signal in the set, because the operator is licensed and spending on the space.
Two examples show the timing. Goodwill Retail Services, a five-location operator, was licensed at 3120 N Pulaski Rd in Avondale on November 4, 2026. The City issued a $2.25 million renovation permit at that address on September 4 and a $9,940 illuminated wall sign permit on August 13. Cava was licensed at 1830 W Fullerton Ave in Lincoln Park on October 26, 2026, after three sign permits totaling $13,500 were issued there on August 14.
In both cases the permits landed 7 to 12 weeks before the license. A rep watching only new licenses would have shown up after the sign shop, the contractor, and the cleaning vendor were already chosen.
What it means for you: the license is the last signal, not the first. Signage, buildout, and security vendors need the permit feed. Cleaning, POS, and insurance vendors can still win at the license date, since those contracts start at opening.
How Do You Find Expanding Operators Before They Open?
Filter BizPulse's new business feed for expanding operators, then check each address for open permits on BizPulse search. Our October expanding-businesses analysis covers how to rank them by location count.
The underlying license records come from the City's Business Licenses dataset on the Chicago Data Portal. BizPulse adds the expansion flag, permit matching, and category inference.
Bottom line: Chicago expanding operators opened 28 new locations in the two weeks ending November 4, 2026, up 27%, and the ones with open permits are already buying.
