In the 30 days ending October 20, 2026, BizPulse tracked 398 new Chicago business licenses (distinct address-and-account pairs, pop-up and transient filings excluded). Only 13 of them, 3.3%, sit at an address that also pulled a building permit since July 21. Those 13 are the month's cleanest buying signals, and a single address holds 77% of the permit dollars.
Key stats — 30 days ending October 20, 2026:
- 398 new Chicago business licenses issued September 21 to October 20, 2026, excluding pop-up and transient filings
- 13 of them (3.3%) are at addresses with a permit issued since July 21, 2026, spread across 11 neighborhoods
- $8.2 million in reported permit value across 35 permits at those 13 addresses, $6.3 million of it at 1901 W Madison St on the Near West Side
- 12 of the 13 addresses had a permit issued before the license date
How Many New Chicago Businesses Are Also Pulling Permits?
BizPulse's license and permit tracking shows 13 overlaps out of 398 new licenses for the 30 days through October 20, 2026. That's down from 18 of 409 in the same window a year earlier (September 21 to October 20, 2025, permits counted back to July 21, 2025), so the overlap rate slipped from 4.4% to 3.3%.
The overlap is thin because most new licenses are takeovers of existing spaces. No buildout, no permit. When both signals show up at one address, the business has spent real money on the space and has a license to operate in it.
The dollar spread is lopsided. Levy Premium Foodservice, licensed at 1901 W Madison St on September 24, sits behind eight permits worth $6,289,481 since August 11. They include a $2,750,000 renovation permit issued September 29, a $2,620,781 rooftop HVAC replacement from August 12, and an $800,000 renovation permit from August 21. The address also carries event tent permits, so it's an active site.
The second-largest overlap is Kinema Fitness at 444 W Lake St: eight permits worth $1,777,800, license issued October 1. Those two addresses account for 98% of the $8.2 million. The other 11 overlaps are small and mostly express or sign permits, like four sign permits totaling $6,600 at The Carlyle Club, 316 N Clark St (Near North Side), licensed September 25.
So what: Don't rank these 13 by permit dollars alone. A $3,165 sign permit at an Uptown nail studio is a smaller account, but it's a business that just opened and hasn't signed a cleaning, POS, or insurance contract yet.
What Does This Mean for Sellers Targeting New Chicago Businesses?
BizPulse data shows the permit usually lands first. Twelve of the 13 addresses had a permit issued before the license date, which means a license-only feed reaches these buyers after the contractor, the sign shop, and the HVAC vendor already got the job.
Here's how it breaks down by seller type:
- Signage and graphics vendors: sign permits sat at 316 N Clark St (4 permits, issued August 31) and 5135 N Clark St in Uptown (issued August 13). Both addresses got licenses within weeks.
- Commercial cleaning and facilities: the Levy renovation permits carry buildout intents like furniture, POS, security, and cleaning in BizPulse's permit intent map. The $2.75M permit issued September 29, five days after the license.
- Insurance brokers and POS vendors: a license issue date is the trigger. The Dmen Tap, LLC license at 2849 W Belmont Ave in Avondale (October 2) followed a $24,640 permit on September 9.
According to BizPulse's permit tracking, the Near West Side holds both of the large overlaps. You can pull the same list yourself in BizPulse's search, and see where the larger permit clusters are on the construction hot blocks map. For the license side of this month, read the October 20 license breakdown.
Permit values come from the City of Chicago's Building Permits dataset on the open data portal, matched to licenses by normalized address.
So what: Call within a week of the license date for anything that follows opening (insurance, POS, cleaning, security). Call at permit issue for anything that comes before it.
Bottom line: Just 13 of 398 new Chicago licenses in the 30 days to October 20, 2026 also had a recent permit, and two addresses hold 98% of that permit value.
