One caveat, because it changes how you use this: only 83 of the 1,202 genuinely new licenses in that window, about 1 in 14, matched a permit trail. Most new licenses are home-based, office, or mobile operations that never needed construction work, and at multi-tenant buildings the permits can belong to the neighbor. The permit signal isn't universal. It's just the earliest one there is, and it skews toward the openings with real money behind them.
Which Chicago Business Categories Give Sellers the Longest Runway?
Restaurants dominate the matched set — 37 of the 83 — and they give you the most time. According to BizPulse's permit and license matching, the median new Chicago restaurant in this window was licensed 190 days after its last permit and 266 days after its first.
Retail is the opposite. Only five Retail - Other businesses matched, so treat this as directional, but their median gap from last permit to license was 16 days. Retail tenants pull a sign permit and open right behind it.
