Over the 90 days ending September 20, 2026, restaurant buildout permits rose 36% over the prior 90 days.

Are Chicago Restaurant Openings Slowing Down in 2026?
Over the last month, yes. Over the quarter, no. BizPulse's license tracking shows 104 new restaurant addresses in the 30 days ending September 18, 2026. But the 90-day count through the same date is 345 addresses, up 19% from 289 in the same stretch of 2025. The current dip comes after a hot spring and early summer, not a collapse. We covered that run-up in our July restaurant license surge post, and the Q3 2026 license trends pillar shows fixed-premises food openings holding flat against 2025.
The downtown core isn't where the new openings are. The Loop had 8 new restaurant addresses in the 30 days ending September 18, 2026, against 9 a year ago. Lincoln Square had 7 (up from 3). Logan Square had 6, up from zero in the same window of 2025.
The takeaway for sellers: restaurant opening counts swing month to month. Don't pull back on a vertical because of one soft month.
Where Are New Restaurants Being Built in Chicago?
This is the forward-looking part. BizPulse's permit data counts 57 renovation and new-construction permits that name a restaurant use in the 90 days ending September 20, 2026, up from 42 in the prior 90 days and even with 57 in the same window of 2025. We filtered out residential conversions, office towers with a cafeteria line item, and demolitions of old restaurant space.
Three neighborhoods account for 23 of the 57:
- Near West Side: 9 permits at 8 addresses, $2.5M
- Lake View: 7 permits at 6 addresses, $5.9M
- Near North Side: 7 permits at 7 addresses, $4.4M
The ground-up projects are the most interesting part. Four standalone restaurant buildings got new-construction permits between June 29 and August 13, 2026, worth $8.9M combined. Three are car-oriented: a frozen custard stand with a drive-thru at 5869 N Milwaukee Ave (Norwood Park, $1.7M), a dual-lane drive-thru at 804 N Tripp Ave (Humboldt Park, $2.25M), and a quick-serve building at 3020 N Ashland Ave (Lake View, $1.2M shell plus a $945,000 interior buildout). The fourth is a two-story general restaurant at 3548 N Clark St near Wrigley Field ($2.8M).
The checks are smaller this year, though. The median restaurant buildout permit is $100,000, down from $200,000 in the same window of 2025. Total value fell from $35.1M to $23.3M. More operators are refreshing existing kitchen space instead of gutting it.
What This Means for B2B Sellers
None of the 55 buildout addresses shows a new license at the exact address since its permit was issued. That makes them pre-opening prospects: the operator is spending money but hasn't opened yet. In our permit-to-license lead time analysis, BizPulse data showed restaurants typically open about 190 days after their last permit. Permits pulled from late June through September point to openings in winter and early 2027.
Here's who should be reaching out now:
- POS, payments and online-ordering vendors, before the operator locks in a stack
- Commercial kitchen equipment, hood cleaning and grease trap services
- Sign shops and exterior lighting, especially for the drive-thru builds
- Linen, waste hauling, pest control and commercial cleaning contracts
- Liquor liability and general liability brokers
The smaller budgets also change the pitch. An operator spending $100,000 on a refresh is watching every dollar, so lead with total cost and speed to open, not premium tiers.
