Chicago Closed-Address Reopenings: 11 Spots Relicensed, Oct 2026

By BizPulse Editorial

Chicago issued 36 new business licenses at previously closed addresses in the two weeks ending October 29, 2026, according to BizPulse's license database. Strip out the 21 filings at the 4100 S Ashland Ave swap meet and 15 licenses remain, spread across 11 addresses in 11 neighborhoods. That's a small, scattered list. It's also the one a vendor can actually work in a day.

Key stats — week ending October 29, 2026:

  • 36 of 202 new Chicago business licenses (18%) went to addresses where a prior business had closed, October 16–29, 2026 (pop-up/transient licenses excluded)
  • 11 distinct non-swap-meet addresses in 11 neighborhoods, up from 7 addresses in the prior two weeks (October 2–15, 2026)
  • 8 of the 15 non-swap-meet licenses were restaurants, at 5 addresses
  • Only 1 of the 11 addresses had a building permit issued since January 1, 2026

Where Are Businesses Reopening at Closed Chicago Addresses?

BizPulse data shows the 11 addresses sit in Grand Boulevard, Hermosa, Humboldt Park, Hyde Park, Irving Park, Lincoln Square, the Loop, Near North Side, New City, North Lawndale and West Elsdon. No neighborhood had more than one address in the October 16–29 window. This isn't a hot-zone story. It's a scatter, and scatter favors vendors who can cover the whole city.

Restaurants led. BizPulse's license tracking counts 8 restaurant licenses at 5 addresses: Litehouse at 1368 E 53rd St in Hyde Park, Glorias Pizza at 704 W 47th St in New City, I Love Michoacana at 4021 W North Ave in Humboldt Park, Rainbow Boba Tea at 5160 S Pulaski Rd in West Elsdon, and four licenses at 3700 W Addison St in Irving Park (Shell and Subway among them). Add La Posada Bar at 4059 W Armitage Ave in Hermosa and the rest of the list is small retail, a convenience store, a parking operator and a Loop events firm.

So what: restaurant openings at second-generation spaces need POS terminals, grease trap and hood cleaning, food-safety training and insurance quickly. The kitchen often exists already. Pitch fast.

Why Don't Reopened Chicago Addresses Show Construction Permits?

Because most of them aren't getting built out. BizPulse cross-checked the 11 addresses against its permit database for permits issued since January 1, 2026. One matched: 455 W North Ave on the Near North Side, where Xtreme Parking Services, LLC was licensed October 16. That address shows 2 permits totaling $4,908, the latest issued April 17, 2026.

The other 10 have no permit on file in 2026. That's the opposite of the signal we covered in our permit-and-license overlap analysis, where a permit precedes the license by weeks. Here the license is the first and only public signal. If you sell signage, cleaning or security, you can't wait for a permit trigger. The license is the trigger.

So what: sellers who filter prospect lists on permits alone miss this whole group. Filter on license plus previously-closed-address instead.

How to Work This List

Sign vendors should check storefronts first, since a reopened space often keeps the old sign face. Commercial cleaners and pest control can approach the restaurant addresses before opening day. Insurance brokers get the cleanest hook: a new license means a new policy conversation.

If you want the swap-meet side of the data, we covered it in the October swap-meet turnover post. You can pull the current list on BizPulse's opening soon page or search by neighborhood at BizPulse search. Source licenses come from the City of Chicago Business Licenses dataset.

Bottom line: In the two weeks ending October 29, 2026, 11 Chicago addresses outside the swap meet reopened under new licenses, and 10 had no 2026 permit, so the license is the only early signal.
