Chicago New Business Licenses: 245 Filed, 41 Aren't Storefronts

By BizPulse Editorial

BizPulse tracked 245 new business license filings in Chicago from Sept 17 to Sept 30, 2026, flat against 254 in Sept 3–16 and 243 in the same stretch of 2025 (Sept 18–Oct 1). Flat isn't the story. 41 of those 245 are pop-up, peddler, special-event, and pharmaceutical-rep licenses. There's no storefront behind them to sell to.

Key stats — two weeks ending Sept 30, 2026:

  • 245 new business licenses in Chicago, Sept 17–30, 2026, vs. 254 in Sept 3–16 and 243 in Sept 18–Oct 1, 2025
  • 204 remain after removing 26 pop-up/transient and 15 pharma-rep licenses
  • 40 new restaurant licenses in Chicago, Sept 17–30, 2026, down 38% from 64 in the same stretch of 2025
  • 29 new Retail–Other licenses in Sept 17–30, 2026, up 38% from 21 in Sept 3–16
  • Only 6 of the 204 carry an active building permit in BizPulse's records

How Many New Business Licenses Did Chicago Issue in Late September 2026?

BizPulse's license database shows 245 new Chicago business licenses issued from Sept 17 to Sept 30, 2026, essentially level with the 254 filed in the prior two weeks. Strip out the licenses that don't come with a physical location and 204 remain.

The biggest non-storefront bucket is Pop-up / Transient: 26 licenses in Sept 17–30, 2026 (peddler licenses, pop-up retail users, and special-event food), versus 40 in Sept 3–16 and just 12 in the same stretch of 2025. Another 15 are pharmaceutical representative licenses, up from 9 in the prior two weeks.

Restaurants are the largest storefront category, and they're soft. BizPulse counted 40 new restaurant licenses in Sept 17–30, 2026, down from 49 in the prior two weeks and 64 in late September 2025. Our restaurant openings and buildout analysis covers why the permit side of that pipeline looks different.

So what: if your pipeline is built from raw license counts, about one in six leads in this window has no door, no kitchen, and no need for your product.

Which Chicago Neighborhoods Had the Most New Licenses?

In Sept 17–30, 2026, Near West Side led with 16 new licenses, followed by Loop and West Town at 13 each, Near North Side at 12, Uptown at 11, and Lake View at 10. New City logged 17, but that count is driven largely by suites at 4100 S Ashland Ave, a shared vendor-space address. Another 31 licenses had no neighborhood on file.

Restaurants cluster downtown and near the lake: Near West Side and Loop had 4 each, Near North Side and Lake View 3 each.

So what: Near West Side, Loop, and West Town are where a salesperson gets the most distinct new storefronts per hour of canvassing. We flagged the same turnover pattern in our storefront turnover report.

What Does This Mean for B2B Sellers?

BizPulse data shows only 6 of the 204 storefront-type licenses issued in Sept 17–30, 2026 have an active permit attached. The other 198 haven't started visible buildout work. That's your window: POS, insurance, signage, cleaning, and security vendors can reach these owners before they've picked suppliers.

The six that do show permit activity:

  • Top Dog, 625 N Kingsbury St (Near North Side): licensed Sept 24; a $302,475 renovation/alteration permit dated May 14
  • Bridge View Brew, 3008 E 92nd St (South Chicago): licensed Sept 17; two permits totaling $207,500
  • Old Skool Tcg, 3032 N Milwaukee Ave (Avondale): licensed Sept 18; a $59,001 express permit dated Aug 27

Those three show the usual sequence: permit first, license months later. Anyone who prospected off permits alone caught them in the spring or summer. Anyone watching licenses only is reaching them now, after the fit-out is done. The strongest play is both, which is what BizPulse's new-business feed is built for. Pair it with the opening soon list to catch owners before the doors open.

Our Q3 2026 license trends report shows the same gap between headline filings and real storefronts at quarter scale. License records come from the City of Chicago Data Portal's business license dataset; BizPulse's job is sorting the 204 from the 245.

Bottom line: BizPulse counted 245 new Chicago business licenses from Sept 17–30, 2026, but only 204 are storefront-type, and just 6 show permit activity, so most owners are still unreached.
